As of 10:00AM MTZ (Mountain Time Zone) on Monday, April 6, 2020, the following information is provided for the state of Utah, (based on the IRS Emergency Hotline message posted at 10:00AM MTZ). 
Due to the Public Health Order for individuals in Weber county (Ogden) to “stay safe, stay home” the following Utah post of duties are starting an orderly shutdown and will be closed and until further notice:

Ogden City Center Bldg. (UT1431)

Please adhere to the following procedures:
Mission-critical operations may require some employees to continue to report to work or be subject to recall as needed, despite the office being closed.  If employees have any questions or are uncertain, they are urged to contact their manager as soon as possible.
Telework employees are expected to telework and begin work on time (unless prevented from safely performing work at the telework location; the employee must contact his/her supervisor as soon as practicable to explain the circumstances). Telework-ready employees should also remain in contact with their managers in case they have mission-critical issues that may require them to report to the office.
 
Non-telework employees are granted weather and safety leave.Use this time and attendance OFP code for posting time: 990-59512 – Weather and Safety Leave – Office Closed, Other Building Issue Emergency employees deemed essential for emergency preparedness are generally expected to report to work, or if participating in the IRS Telework Program and able to perform essential operations from the approved telework location, may be permitted to telework if approved by their manager. Communication between employee and manager is key. Employees on preapproved leave (paid or unpaid) or other paid time off (e.g., previously earned credit hours or compensatory time off) generally remain on leave or paid time off. Exceptions are: Non-telework employees may cancel preapproved leave or paid time off and be granted the same amount of weather and safety leave as other employees when its intended purpose is frustrated by the same emergency forcing the office closure (e.g., vacation flight/cruise cancelled due to travel restrictions, doctor appointment cancelled).
 
The manager may request information or documentation to show that granting weather and safety leave is appropriate to comply with the weather and safety leave requirements at 5 CFR 630.1606(c).
Communication with your manager is key. Should this emergency result in a change in the operational status of the office, you will receive a follow-up notification with additional instructions.
